Orange County Application Guide

Quick GlanceThe Orange County pistol license process: book fingerprints online, bring your forms, finish training, then return the full application within 90 days.

Last updated November 3, 2026 · 8 sections

In Orange County, the Sheriff's Office Pistol Permit Unit takes the application and runs the background investigation. The Orange County Court judges decide who gets a license. Changes to a license after you have it (amendments) go through the County Clerk. This guide follows the official steps and adds tips from users on the chats and online forums, labeled as experience, not official rules.

The Sheriff's application page states that out-of-state residents are eligible to apply.

An Orange County license is good for the whole State of New York except New York City.

Checked Nov 2, 2026 from the official pages: Orange County Sheriff pistol permit application process and Pistol Permit Unit requirements.

Step 1: Register and Pay for Fingerprinting

  1. Go to the Orange County fingerprint registration site and create an account ("Log In/Create Account"), then sign in.

  2. Choose "Fingerprinting for Handgun License" and pick an open session. There is one person per 30-minute session (0/1 means open, 1/1 means full).

  3. Pay the $111.50 fingerprint fee by credit or debit card when you register. It is non-refundable.

  4. Print or save the receipt and bring it to your appointment.

Fingerprinting is only done at the Orange County Sheriff's Office, 110 Wells Farm Road, Goshen. It is the only place in the county authorized to fingerprint for a New York handgun license. Missed appointments are not refunded or rescheduled unless you give notice before the appointment. Registration questions go to the Sheriff's scheduling office by email (the address is on the Sheriff's page), not to the Pistol Permit Office.

Step 2: Forms to Bring to Fingerprinting

Complete these and bring them. Two must be notarized before you arrive:

  1. Pistol Permit Pedigree Sheet, PPS-01 (PDF)

  2. Arrest / Charge Affidavit, PPS-02 (PDF), notarized

  3. Release for Information, PPS-24 (PDF), notarized

  4. Applicant Address History, PPS-25 (PDF)

  5. Valid ID: driver's license or non-driver ID

You can also pick up the forms at the Sheriff's Pistol Permit Unit during business hours.

Step 3: Complete the Training

  • You can train before or after fingerprinting, but you have 90 days from your fingerprint appointment to finish.

  • Concealed carry: the state 18-hour course (16 hours classroom plus 2 hours live fire, Penal Law § 400.00(19)) with any duly authorized instructor.

  • Possess on premises: a handgun safety course required by the Orange County judges.

  • The county publishes a Training Providers list (PDF).

Step 4: Your Fingerprint Appointment

At the appointment you receive two copies of the State of New York Pistol/Revolver License Application (which also covers the Semi-Automatic Rifle License), a packet of supplemental documents, and a checklist to complete.

Step 5: Return Your Completed Application

  • When everything is done, contact the investigator assigned to your case to set an appointment to return it.

  • Return all documents and your course certificate to the Pistol Permit Unit within 90 days of your fingerprint appointment.

  • If more paperwork is needed while your application is processed, your investigator will tell you.

After You Apply

  • The Orange County Court judges review and decide. The Sheriff says the review may take several months, and the background investigation takes about 6 to 12 months, depending on how quickly you submit your documents.

  • To add a handgun or make any other change, file an amendment with the County Clerk, in duplicate: Amendment Packet (PDF). The fee is $5 per transaction, and a duplicate (laminated) license is also $5. If you want it back by mail, include a self-addressed stamped envelope.

  • New York licenses do not expire, but you must recertify every 3 years with the NYS Police recertification site.

Tips from Others' Experience

From users on the chats and online forums (paraphrased). These are personal experiences, not official rules, and may change.

  • Fingerprint dates can be months away. In March 2025 one applicant's first opening was in September. People booked the first date and kept checking for cancellations.

  • You need four references who live in Orange County (September 2026). Newer residents found references through local gun shops, clubs, or classmates in the 18-hour course (May 2025).

  • The interview with the judge was by video. A letter from the County Court asked applicants to reply to set a date, and the interview itself was very short (December 2025 and April 2026).

  • Reported timelines: application returned in early July 2025, video interview in October, license picked up at the County Clerk a few weeks later (2025). Another applicant returned the application in September 2025 and was approved in July 2026. Others waited 8 to 9 months or more, and an investigator told one applicant that an older record would take longer (2025).

  • One applicant waited about a year and then got a letter that the application was being held for another year. The letter offered a hearing, which they requested (April 2026).

  • Amendments took about 2 to 6 weeks, depending on the judge. The purchase coupon and updated license came by mail (November 2025).

Once you have your county license, if you also want to carry in New York City you need the NYPD Special Carry License. Read our NYC (NYPD) Special Carry Guide, or apply with 2A613's White Glove Services.
