Step-by-step guide
New Jersey Non-Resident – FID
Quick GlanceThe New Jersey Firearms ID card (FID) for people who live outside New Jersey: needed to buy long guns or ammunition in NJ, not to apply for the carry permit.
The New Jersey Firearms Purchaser Identification Card (FID) for people who live outside New Jersey. You do not need it to apply for the NJ Permit to Carry, but you do need it to buy long guns or handgun ammunition in New Jersey.
Dual residents: this guide is not for you. If you have a home in New Jersey and another state, you apply as a resident, to the police department that covers your NJ home. Use the Resident FID + Permit to Purchase guide. NJSP's out-of-state instructions are only for out-of-state residents who are not dual residents: they answer "No" to "Are you a New Jersey resident or a dual resident".(*)Sources: NJSP, FARS Instructions for Out-of-State Residents (updated 02/16/2026) ; NJSP, Firearms FAQ's · checked 11/2026
Field experience: most New Jersey gun stores will not sell ammunition to a non-resident without an FID card, even though NJSP allows it. If you plan to buy firearms or ammunition in New Jersey, get the FID.

Your best phone number and email.

2.2 Mental Health Records Forms
If you lived outside New Jersey in the last 10 years (as an out-of-state resident, you did), your NJSP station will ask for form SP-066. Part one only. The "investigating police department" is the NJSP station processing your application. Anyone can sign as witness; no notary.(*)Sources: NJSP, FARS Instructions for Out-of-State Residents (updated 02/16/2026) ; NJSP, Consent for Mental Health Records Search (SP-066, 05/30/2024) · checked 11/2026

Step 3: Apply on FARS
Read the steps first. Mistakes on the review page are final.
Open the FARS Application3.1 The Resident Question
Answer "No" to "Are you a New Jersey resident or a dual resident". You will not enter an ORI: the application is assigned to one of 18 NJSP stations, shown on your confirmation page and email.(*)Source: NJSP, FARS Instructions for Out-of-State Residents (updated 02/16/2026) · checked 11/2026
3.2 Choose What You Are Applying For

3.4 "Have You Been Fingerprinted for Firearms in New Jersey Before?"
This means fingerprinted anywhere for a New Jersey firearms application. Yes: enter your SBI number. No: you get fingerprinting instructions after you submit.(*)Source: NJSP, FARS Instructions for Out-of-State Residents (updated 02/16/2026) · checked 11/2026
3.5 References
Each reference gets an email questionnaire and may be contacted. No answer in time, no processing. Wrong information after you submitted: contact the NJSP station processing your application.(*)Source: NJSP, FARS Instructions for Out-of-State Residents (updated 02/16/2026) · checked 11/2026
3.6 Review and Pay
All fees are paid online by debit or credit card when you apply. On the review page, a misspelled name, wrong date of birth or wrong SSN gets the application cancelled and cannot be edited. Print or save the review and confirmation pages.(*)Source: NJSP, FARS Instructions for Out-of-State Residents (updated 02/16/2026) · checked 11/2026
Step 4: Fingerprints (First FID Only)
You have 90 days to be fingerprinted by IdentoGO, or the application is cancelled with no refund. Any IdentoGO location works.(*)Source: NJSP, FARS Instructions for Out-of-State Residents (updated 02/16/2026) · checked 11/2026
The investigation does not start until your prints are received. Wait at least 10 days, then confirm with your NJSP station that they arrived.(*)Source: NJSP, FARS Instructions for Out-of-State Residents (updated 02/16/2026) · checked 11/2026
Check all your details with the IdentoGO representative at the appointment.(*)Source: NJSP, FARS Instructions for Out-of-State Residents (updated 02/16/2026) · checked 11/2026
IdentoGO service code 2F164B, the same code the resident guide uses.
Step 5: After You Apply
Expect automatic emails (confirmation, reference questionnaires, a 90-day fingerprint notice, the decision). Check spam. If the station cannot reach you, the application can be cancelled with no refund.(*)Source: NJSP, FARS Instructions for Out-of-State Residents (updated 02/16/2026) · checked 11/2026
Questions go by email to the NJSP station handling your application, listed on your confirmation page. Since March 2025 the NJSP Firearms Investigation Unit processes station applications; calling or visiting the station will not help.(*)Source: NJSP, FARS Instructions for Out-of-State Residents (updated 02/16/2026) · checked 11/2026
Approved: the FID is electronic. Download or print it from the approval email; the link works for one year.(*)Source: NJSP, FARS Instructions for Out-of-State Residents (updated 02/16/2026) · checked 11/2026
Tips
Carry permit first or FID first? Either. The carry permit does not need the FID. If you will also apply for the FID, note your SBI number once you are fingerprinted: the next application uses it.(*)Sources: NJSP, FARS Instructions for Out-of-State Residents (updated 02/16/2026) ; NJSP, Concealed Carry Permit Instructions for Out-of-State Residents (updated 03/03/2026) · checked 11/2026
Read the review page twice. Name, date of birth and SSN cannot be fixed later.(*)Source: NJSP, FARS Instructions for Out-of-State Residents (updated 02/16/2026) · checked 11/2026
Field experience: most New Jersey gun stores will not sell ammunition to a non-resident without an FID card, even though NJSP allows it. If you plan to buy firearms or ammunition in New Jersey, get the FID.
